About Peter Bisbecos

Peter Bisbecos has devoted his career to serving others through public policy, leadership, and innovation. For more than three decades, he has worked at the intersection of government, social services, and healthcare—consistently finding ways to turn challenges into opportunities that improve lives and strengthen communities.
After earning his law degree from the Robert H. McKinney School of Law in Indianapolis, Peter began his career in the Marion County Prosecutor’s Office, where he specialized in cases involving impaired driving, narcotics, and vice. His early service in law enforcement laid the foundation for a lifelong commitment to justice and public service.

In 1992, Peter joined the administration of Indianapolis Mayor Stephen Goldsmith, taking on leadership roles in ADA compliance, competitive contracting, and ultimately serving as Special Assistant to the Mayor for Public Policy. His work during this period helped position Indianapolis as a national model for innovation in infrastructure accessibility.

Peter later brought his expertise to the National Association of Mutual Insurance Companies (NAMIC) as Legal and Regulatory Counsel, where he represented NAMIC member interests nationwide. Mosts notably representing NAMIC members in the formation and passage of the **Terrorism Risk Insurance Act of 2002**.

In 2005, Peter returned to public service as Director of the Division of Disability and Rehabilitative Services in the administration of Indiana Governor Mitch Daniels. Guided by a belief that every person is created in God’s image and worthy of dignity, he led a restructring of services for peope with intellectual disabilities. These efforts including closing Indiana’s last institution serving this population while enhancing person-centered community services. Under his leadership, Indiana expanded its Intellectual DIsability Medicaid waiver programs by one-third without requiring a budget increase.

Peter went on to serves as the first Indiana State Director for Caregiver Homes of Indiana, launching the company’s Structured Family Caregiving program to help families care for loved ones at home. Later, as part of the Rehabilitation Hospital of Indiana’s leadership team, he helped lead the startup of a first-in-the-nation statewide return-to-work program for people with brain injuries—raising return to work outcomes for people with brain injury from 11% to 70%.

Today, Peter serves as **General Counsel for CICOA Aging & In-Home Solutions**, where he oversees legal affairs, compliance, human resources, and innovation initiatives. He also founded **Bisbecos Consulting**, a firm that helps innovators, entrepreneurs, and policymakers develop solutions for the nation’s growing senior care crisis.

Peter has served on numerous boards, including CICOA, Easter Seals Crossroads, the National Association of State Directors of Developmental Disability Services, and the Indianapolis Public Transportation Corporation. His long record of civic service is rooted in his faith and his conviction that leadership is a form of stewardship.

A lifelong Christian, Peter and his wife are members of **Traders Point Christian Church**, where he serves on the Prayer Response Team.

Specialized Topics

Three areas of deep interest that I can speak on:

1. Balancing criminal justice and appropriate punishment with compassion and social services. Every crime damages society, but every criminal is a child of God capable of redemption. The pendulum swings between hard nosed justice and compassion, where should it stop?

2. The coming social services crisis resulting from baby boomer retirement and what we should do as members of a civil society and Christians. Traditional services structures simply can’t keep up with demand as there are two few caregivers. (This is the business I am in. )

3. Eclipsing God with compassion, how compassion can kill human resilience. I have a lifelong vision deficit. Starting school. in the late 1960’s, I had many encounters with well meaning people who tried to protect me. God made life difficult so that we can learn. The best way to help someone is to push them to their potential and then reset the bar.
